What? Domestic Violence Justice is Possible?

"After being summoned to court on April 25th due to a complaint filed by his wife, Kim Panha, the deputy governor of Bokor town, was apprehended by the police in Kampot province for purportedly committing domestic violence."


On April 25, Matt Leakhena, the wife, took to social media to share disturbing footage and images of the alleged acts of violence she had endured. In her post, she reached out to the public and the authorities, seeking justice for the repeated instances of abuse she had suffered. Despite her husband's previous commitment to end the violence, she expressed that her life had become unbearable due to the ongoing mistreatment.

"We have been together since 2019, but throughout this relationship, I have never felt loved. Instead, I have been subjected to physical and emotional torment. He has repeatedly assaulted me, despite his promise to stop. I have reached my breaking point and will no longer tolerate his actions," she recounted.

Following the circulation of the video and photos on social media, the police promptly summoned Panha to address the allegations of domestic violence made by his wife. After an hour-long meeting, Panha was taken into custody for domestic violence, pending further legal action. "After interrogating [Panha] regarding the complaint, the police sought approval from Kampot provincial police chief Mao Chanmathurith and Kampot provincial governor Mao Thonin, as well as the prosecutor, to effect an arrest. Subsequently, Panha was apprehended and held pending further legal proceedings," stated the police in a post on April 25.


Undoubtedly, Kampot exhibits a police force that is more intelligent and respectful in comparison to the easily corruptible police force in Phnom Penh. Shunji Tani's status as a wealthy Japanese real estate developer. Despite the fact that evidence of Tani's repeated abuse towards his wife and children is still accessible online, no action has been taken. Tani boasts about having control over the Phnom Penh police, prosecutors, and ministry, which explains the lack of consequences. However, I found myself distracted by the stark contrast in how this woman obtained justice in Kampot while the capital city fails to serve as a role model for protecting its citizens. I commend Kampot's provincial police chief, Mao Chanmathurith, and provincial governor, Mao Thonin, along with the competent prosecutor who skillfully carried out their duties. The capital city could certainly learn a thing or two from them. Tani's spouse shared several posts on various social media platforms, including Facebook, TikTok, Twitter, and YouTube, from June to August. While her husband has taken control of the Facebook account and deleted most of the posts, there are still a few remaining where individuals who attempted to offer assistance can see their posts. I have reservations about whether the authorities in Phnom Penh will take any action, given that Shunji Tani continues to provide financial support.

Anyways back to the amazing top-notch Kampot government employees, on April 26, Chanmathurith announced that Panha would be brought before the court on April 27 for a domestic violence offense.

"Violence is not a viable resolution to familial issues. Despite being colleagues in public service, we are obligated to abide by the law. We possess compelling evidence: primarily, photographs and a video. Additionally, we summoned Panha for questioning on numerous occasions, and he admitted to employing violence,"

Sar Sineth, the deputy secretary-general of the Ministry of Women's Affairs, disclosed that upon receiving information about the incident, the ministry promptly collaborated with relevant authorities to take necessary action and also reached out directly to the victim.

She explained that the ministry's team dedicated to preventing gender-based violence was actively working to advocate for the victim's rights and provide her with essential support services.

"We urge all victims to find the courage to break their silence and seek assistance from nearby support services, including law enforcement. By seeking help, they can escape the clutches of violence," she expressed. Seng Reasey, the executive director of NGO SILAKA, emphasized that domestic violence is a grave offense, regardless of the perpetrator's status or position, and that they must face legal consequences.
